IXGC Tracker™
Global Accountability for Digital Inclusion & Essential Services
Launched first in South Africa, the IXGC Tracker™ is a global, citizen-first accountability engine built to close the digital inclusion and essential-access gap — ensuring no citizen is left behind, anywhere in the world.
The Tracker is being introduced as a pilot and framework, built as a 10-year initiative to support national and regional transformation across Africa, the Global South, and globally.
In June 2026, IXGC will launch its beta version and first country pilots. Ahead of this, we are welcoming partners, contributors, technical collaborators, government departments, private sector leaders, innovators, DFIs, and capital allocators to help shape and co-develop the platform.
The Tracker powers country platforms across Africa, the Global South, and globally, providing a unified way to measure and accelerate delivery on the services that matter most to people.
It brings visibility, transparency and interoperability to the entire chain — from policy and investment intent → execution → measurable impact for citizens.

1. School Connectivity
Devices, connectivity, digital curriculum access, data affordability, EdTech deployment in classrooms.
2. Social Security & Resilience
Digital ID, payment rails, social protection systems, emergency response, benefits access for vulnerable populations.
3. Safety & Security
Cybersecurity, community safety technologies, digital justice systems, early-warning systems, civic protection tools.
4. Energy Access & Energy Transition
Clean energy solutions, mini-grids, last-mile electrification, energy transition, and resilience for households, public institutions, and schools.
5. Access to Finance & Transactions
Digital ID, payment rails, social protection systems, emergency response, benefits access for vulnerable populations.
6. Access to Commercialising IP & Innovation
Systems and support enabling innovators to commercialise intellectual property, access markets, develop digital products, protect IP, scale ventures, and participate fully in the digital economy.
7. Access to Health
Digital clinics, telehealth, interoperable health records, maternal health tools, population health systems, and universal access to essential care.
8. Access to Homes & Safe Living
Secure housing, digital land registries, smart community services, safe urban environments, and essential utility access for dignified living.
